I had this problem once. I discovered it was the way I was inflating my tires. As I pumped, I was unknowingly rubbing the base of the valve against the edge of the hole that it comes through the rim. It wore thin and burst after I hit the slightest bump. I also doubled up on the rim tape so that the spoke ends wouldn't put as much pressure on the tube (that was a big problem on my tandem---way more weight on the tires there).
