I'm not too sure of the etymology, but a nuffie is one of those really annoying, moronic deadbeats who plagues customer service workers everywhere. The courts especially have a whole bunch of nicknames for this kind of person - nuffie, feral, docket... Basically it's the regular defendant with a tendency to get abusive, takes forever to explain things to, and will continually argue with you.
