What I took to be the tipping point was when gum was stuck on the subway train doors, preventing them from opening properly and thus causing very much money in delays and inconveniences. Also, by the time the law was passed, this had happened several times.
It may or may not be a case of the few ruining it for the many. Or babies and bathwater, I'm not sure which.
