The government HAS passed the disaster relief funding. I really can't see how they're failing in their job here. Get food and medicine to them, true. It's going to where they've evacuated people to. Like it's supposed to. People who are still in the danger zone don't need food and medicine, they need to get their asses OUT of there to where the food and medicine is.
