Well that's a bit annoying. Looks like the old "ljname@livejournal.com" email addy thing isn't working any more. Which is irritating when the person you're trying to contact doesn't have their addy (or any addy) up on their user info.

Bugger.

It's a paid account feature. The only way I could think to contact said person would be to leave a comment that you need to get a hold of them on their journal.
